Like the right hon. Gentleman, I am a relative novice in relation to such legislation. He has clearly stated what is wrong with the Government's amendments, but surely as the promoter of the Bill it is beholden on him to explain to the Committee the key purpose of the existing words. Perhaps he will do so later, but in determining the merits of the amendment it would be useful to understand his original purpose.
