Anyone can take one line out of context, but on Tuesday I made the point that I have made again this morning. I said:
``I have made it clear time and again that PCTs are a good basis on which to progress. PCTs are a good idea. This is an evolutionary process, but it is wrong to coerce PCGs in the way suggested by clause 2.
