I agree entirely with my hon. Friend, but I wonder whether the Treasury, in formulating the clause, made a study of any similar laws that prevail in, for example, the United States, continental Europe or Japan. If so, I should be grateful if the Financial Secretary let us know whether the measure is part of a concerted effort by the advanced economic countries to clamp down on bribery and what similar provisions exist in the other countries with which we compete for overseas business.
