Clearly, everyone accepts that this is the wrong place for the amendment. Nevertheless, there is a case for all organisations that employ people incurring the cost of administering the scheme. If the burden were shared among all taxpayers, some people who have no children would say, ''Why should we contribute to the cost of companies administering paternity leave?''
