The Minister is doing extraordinarily well in explaining a complex area that is way outside his brief. It was obvious that there would be much interest in this matter, so can he explain why the Under-Secretary of State for Work and Pensions, the hon. Member for Croydon, North (Malcolm Wicks), is not here to answer questions?
