I accept that. Furthermore, parents generally know that at the age of five it is best for most children is to be in a mainstream school learning the basic curriculum. That is straightforward, but parents do not necessarily know what is best for a child at three or four. As the Minister said, that area is developing. The importance of education from a very early age has only just been recognised, and I recognise that, too.
