Does my hon. Friend accept that one of the problems of definition is that in many areas, the provision is determined by the early years and child care development partnerships, which are largely partnerships of providers, rather than customers? Consequently the provision tends to be tailored to what is already being provided, rather than what is desired by the consumer.
