I am afraid that I cannot give that guarantee. The broad outline of the proposals is in the public domain, and there will be an opportunity for a public consultation that builds on the consultation that has already taken place. As an additional safeguard, we will make our policy statement on the framework available to hon. Members before the Bill leaves the House of Commons.
