The Opposition are expressing concern about the guillotine because we believe that a sophisticated and substantial piece of legislation is being rushed through Committee far too quickly. We fear that artificial guillotines will prevent discussion of important measures such as clause 12(1)(b), for example, which permits the Government to invest in companies without Parliament's sanction. It is extraordinary that that clause has not been discussed by the Committee.
