The hon. Gentleman says that retrospect is a wonderful thing—it is something that his party had the benefit of on BSE. Would he acknowledge, retrospectively, the reports, which are well researched, that say that because of the initial delay in stopping animal movements, about 50 per cent. of the stock that were culled need not have been?
