May I inquire through you, Mr. O'Brien, about the genesis of the clause in terms of advance consultation on it? The hon. Gentleman and I have listened with interest and respect to the representations made by outside organisations. Has the hon. Gentleman discussed the new clause with representatives of the motor salvage sector?
