I have listened carefully to the Minister. I would not go so far as to say that I entirely accept his reasoning or the Bill's present drafting, but it is incumbent on us to reflect carefully on the points that he has made, and that we will do. We may or may not return to these issues, but for now I beg to ask leave to withdraw the amendment.
