The Bill refers not to distributing products but to distributing and publishing advertisements. The hon. Gentleman is right that we will not be able to prosecute companies that advertise from abroad because we do not have extraterritorial jurisdiction. However, if companies have branches or any business presence in the UK, they will be covered by the Bill.
