I referred to the old lady because it is the most difficult case. Everyone sympathises with someone in that situation. If people with commercial interests know that their interest will be shown, it will form part of their judgment on whether to try to influence the regulatory reform order. If, as the hon. Gentleman indicated, they have a vested interest, it is sensible and appropriate that that be known. However, a balanced judgment must be made and I ask the hon. Gentleman to withdraw his amendment.
