Would the Minister explain exactly what clause 17(2) means? I presume that it refers to refugees coming to and going from their country of origin.

It would have been helpful if there had been some clarification about the clause in the explanatory notes, but I cannot find any.

Clause 17 is fairly self-evident. It provides a general interpretation of some of the terms used in the Bill. I could go into more detail on subsections(1) and (2), but I believe that they speak for themselves.
