I accept what the hon. and learned Member said, but the problem is that, if the words were removed, and there were to be agreement about aggression, without new legislation we would have to surrender nationals of other states. Even though we had not accepted in an Act of Parliament the definition of aggression, we would have to surrender nationals of other states in accordance with that definition.
