I agree with only one point made by the hon. Member for East Worthing and Shoreham (Mr. Loughton) and that is the need for more social housing. I cannot possibly support this amendment. Hon. Members know that ex-offenders are heavily represented among homeless people, and key factors in ensuring that they do not re-offend include stability in housing and access to employment. To exclude them in the way suggested is a recipe for more crime. We will certainly oppose the amendment.
