The figure that was accepted was a fall from 1,000 to 286 between 1991 and the end of the previous Government. The RSU says that there are now 540 rough sleepers in London. The situation had improved, and I was about to refer to my right hon. Friend the Member for Skipton and Ripon saying that the value of the unit must be assessed by its final output. Given that exit strategies are already being considered, he said that the measures must be preventive. Otherwise, when the RFU disappears and the pot of money is no longer provided, the figures will rise again.

I am grateful for the Minister's clarification and accordingly beg to ask leave to withdraw the amendment.
