The hon. Gentleman is confusing different issues, the first of which is the adequacy of the number of surveyors. There was a question on Second Reading about whether there would be enough surveyors. There are about 9,000 surveyors with general qualifications and it is estimated that approximately that number will be required to carry out the inspections.
