Clause 4 sets out the procedure for dealing with complaints. A complaint goes to the local authority—the district, borough or unitary council, or Welsh equivalent—which may, if it wishes, charge a fee. The Bill provides for the Government to set a maximum fee as well as enabling local authorities to refund fees in appropriate cases.
