The hon. Gentleman's point is amplified by a letter signed by the president of the Royal College of Physicians, the chairman of the Royal College of General Practitioners, the director of the WHO Uppsala monitoring centre, the chairman of the Patients Association and the chairman of Depression Alliance, who make the same point. The letter states,
``We urge the Government, in the spirit of open government to withdraw this clause until adequate consultation has taken place.''
Can the hon. Gentleman recall any other clause attracting such widespread opposition from so many of the most important groups involved in patient care?
