I welcome the Minister's helpful explanation of the clause, but I am not sure that I share his analysis of the amendment. He said that it would provide open-ended costs for the local authority. We believe that it would allow the authority to exercise a measure of discretion, where it wished to do so. I beg to ask leave to withdraw the amendment.
