Does my hon. Friend agree that one of the greatest concerns of those who oppose the abolition of CHCs is that, under the Government's proposed scheme, it is not clear which institution will perform the important independent whistle-blowing role currently performed by CHCs? Is there not a suspicion that the Government are seeking to abolish that role altogether?
