Is there not a slight discrepancy between what the hon. Gentleman is saying, and what the hon. Member for Woodspring (Dr. Fox) said last week, when he made the Secretary of State personally responsible for not having discrimination towards the dead? Is the hon. Gentleman now suggesting that the Secretary of State should not be responsible for discrimination towards the living?
