Perhaps I have misinterpreted amendment No. 41, but it seems to me that it would achieve nothing. The order would in any case be made in a statutory instrument, subject to annulment, and would therefore be debatable after the event. Amendment No. 61 was intended to provide for debate before the action was taken.
