My hon. Friend may have hit the nail right on the head. The hon. Member for Eccles (Mr. Stewart) said, ``So what?'' Is he, perhaps, challenging the convention that hon. Members who contribute on Second Reading should, by and large, form the Committee that considers the Bill?
