Will the hon. Gentleman clarify whether he is making his argument with respect to the right of the child to treatment? Clearly, what he describes happens in Wales now, and the need to leave Wales for hospital treatment because of the lack of provision there is currently under discussion. What are the hon. Gentleman's reasons for raising the issue.
