The First Minister, deputy First Minister and the Department have no recommendation or approval role in the appointment process for the victims’ forum. In convening a forum, the commissioners have acted in accordance with article 6 of the Victims and Survivors Order 2006, which established a duty to make arrangements for a forum, and article 3 of the 2006 Order, which defines a victim and survivor for the purpose of the commission. Twenty-three of the 25 members are deemed to be victims and survivors by the commission in accordance with article 3 of the 2006 Order, and two individuals are deemed to be associated members.
