“Final warnings were replaced by youth cautions in April 2013. Final warnings were only authorised by the Crown Prosecution Service (CPS) for serious offences, such as rape, in exceptional circumstances. Domestic violence-flagged offences include a range of incidents, such as sibling fights, theft or damage and a final warning would have been available for a common assault on a family member...”

“The Crown Prosecution Service (CPS) does not maintain a central record of the number of prosecutions where a defendant had previously been cautioned, reprimanded or issued with a final warning. Such data could not be reasonably obtained locally or nationally other than by a manual exercise which would incur a disproportionate cost.”
