“Under the Rehabilitation of Offenders (Northern Ireland) Order 1978, there is no obligation on the applicant to declare a conviction. OFMDFM seems to be introducing, by way of implication, a new requirement to declare such convictions, no matter how old or how trivial, simply because a person may be applying for that position.”
