“That is inherent in any local government system, and cannot be avoided. There are major discrepancies in the populations of the 11 proposed council areas. Belfast will inevitably have more councillors — potentially 60, as opposed to 40 elsewhere. It is a mistake to compare regional bodies with a body such as the Assembly, which is established on firm and clear democratic principles....”
