My Lords, that is an excellent question and unless I get speedy assistance from the Box, I shall have to reply to the noble Earl in writing. If I keep going long enough, perhaps I will get an answer. I take this opportunity to say that the Bill team have been excellent and I am very grateful for all the work that they have done. I am extremely sorry.
