Shame, as it seemed like a reasonable amendment and the Baroness is brave to keep raising the subject. If the proposed amendment serves no harm but only good, and there are no objections (rather only comments that the amendment proposes something which already can be done) then why not carry it?
A sad answer may be read in the clear split of voting by party line.
