My Lords, before the Minister sits down, perhaps I may ask about a matter which puzzles me. I apologise if he has already covered it. Is there an intended distinction between,
"information in the public domain",
in Clause 4 and,
"information generally available to the public",
in Clause 9? I should have thought that in reality the words used in Clause 9 are a definition of the public domain.
