I am sorry that there is any confusion, but I am happy to try to clear it up. I am speaking to the proposals in this Bill that local authorities should have the powers, because I am against cluttering up the statute book with unnecessary legislation, particularly that which purports to be necessary to address a particular mischief, when that mischief can be addressed in another way, without using public or private legislation. In answer to my hon. Friend’s point, my objection is to this particular Bill and the way it is being used to try
to deal with a mischief that, if there be that mischief, could be dealt with another way, without the use of these draconian powers.
