On a point of order, Mr. Speaker. I listened carefully to the speech of Mr. Jenkin. He said that my hon. Friend Bob Russell had made a vexatious complaint. I believe that that has a specific meaning in law, and I ask you, Mr. Speaker, whether it is a parliamentary term. I do not expect an immediate response, but may I ask you to look into the matter?
