I think that the Secretary of State means schedule 10, not schedule 12. Schedule 10 is entitled "Minor and Consequential Amendments." Can the right hon. and learned Gentleman tell us, by means of that careful textual analysis for which he is renowned, which substantive clause in the Bill provides the basis for which paragraph 1 of schedule 10 is a consequence? Does the Secretary of State agree that it is not a minor amendment to remove from the students of Scottish universities a right that they have held for many centuries and that they have traditionally discharged with great responsibility?
