I am grateful to the hon. Gentleman for that helpful point of information. I return to the fundamental point. If the age of franchise is changed, it should apply to every election or none, and not to one poll. I do not have sufficient knowledge of the referendum on crofting, but I suspect that is not quite as significant an issue as the future of the United Kingdom. There should be consistency and the debate should be in general terms, not unilaterally for one poll.

My next concern is about the electorate. As my hon. Friend Mrs Laing eloquently and powerfully explained, it is utterly wrong that an EU citizen temporarily living in Scotland should have a say on the future of the United Kingdom, but a Scot living in England does not. If I, for example, chose to live and work in Barcelona, I would not feel any right to take part in Catalonia’s future constitutional relationship with the rest of Spain. It would not cross my mind to exercise an opinion on that, so why should a Spaniard living in Edinburgh or wherever decide on the future of the United Kingdom?
