That is a difficult explanation; certainly, they have tried to explain. They support a great deal of what we say, and the analysis and what should be done and the need for a peaceful transition in Syria, but they stop just short of supporting a chapter 7 resolution that would embody that in a UN resolution. I think the reasons are similar to the ones that I just gave to Mr Straw about Russia.
