I am afraid that Mr Ward is incorrect. There is evidence to suggest that. The Minister acknowledged in a Westminster Hall debate earlier this year that children without English as their first language are 19% less likely to succeed in key stage 2 SATs. That is an important issue, particularly for primary schools.
