What I seek is clarification of the point that my hon. Friend Mr. Jenkin raised about the power of the European Union to reach agreements with outside states under qualified majority voting on areas such as extradition and how that would impact on areas where the United Kingdom had decided not to opt in. The question is very important and the Minister must have the answer.
