The Barnett formula is for the whole of the United Kingdom. It is not for one part of the UK. It covers all areas of the United Kingdom, and the formula is based on the needs of each different part.

Liar, liar, pants on fire!

It is based on population, as Gordon Brown well knows. But then this is the man who signed the Scottish Claim of Right, pledging to always put Scotland's needs first and foremost. So he would lie, wouldn't he?
