The coalition is incapable of bringing stability to Iraq. That is the crisis and we need to examine how we got here in order to find another way forward. The instability is getting increasingly worse.

I think this adds clarity to the debate, but I do wonder why Ms. Short favours the Privy Council approach rather than Mr. Mahmood's inquiry.

There's a very good reason for the Privy Council route. The Privy Council is (or at least was) the only truly independent part of govt as it answers not to Parliament or the House of Lords but directly to the Queen. The govt has already shown time and time again that any inquiry that is run by the govt will be biased towards the govt's favour. Govt's simply cannot be trusted to perform an independent inquiry.
