My hon. Friend makes a strong point. He is correct. Cuts are sometimes made at the end of the year, even under this Government, because they discover that their hospitals do not have enough money. The cuts always seem to be in patient care. They never seem to be in paper clips, bits of paper and administration, which is perhaps where they should look.
