I share the right hon. Gentleman's concern about the low clear-up rates for certain categories of crime, but is he aware—I am sure that he must be—that several experiments have been introduced in parts of the metropolitan area, such as home beat officers, that have been successful in bringing the community and the police force together? Is not that a step in the right direction and the sort of thing that the Labour party ought to be recommending?
